Deploy Non-Prod FusionAuth Instance

Deploy a FusionAuth instance on the new AWS infrastructure for non-production use, backed by RDS.

Note: - Deploy on new AWS infrastructure (not Podman) - RDS for database persistence - Configure DNS and HTTPS - Accessible for Portal non-prod environment
