Send User Creation Notifications

Send welcome email notification when admin creates user account via UI. Use separate "welcome" email template with link to log in page (not direct magic link). Clicking login link will trigger standard magic link flow.

Note:

Trigger: Admin creates user via UI
Template: Separate "welcome" template (not magic link template)
Content: Welcome message with login page link
Flow: User clicks login link → lands on login page → requests magic link → receives magic link email
